Digitising Police HR Files: A Structured Approach for Local Forces

Several Belgian police zones are launching their own procurement processes in 2025 and 2026 for the digitalisation of personnel files. Federal-level projects have been slower than expected, yet the integrated-police framework has long required a complete file for every staff member. In practice, most of those files are still entirely paper-based. Police zones are no longer waiting: they are taking the initiative themselves.

That is a sound decision. A personnel file in a police zone is not a simple document. It contains recruitment records, performance appraisals, training certificates, absence records, and disciplinary documents. Each document type carries its own retention period and its own access rules. Digitalising that requires considerably more than a scanner and a shared drive.

A complete digital personnel file calls for a structured, phased approach:

Phase 1: scanning existing paper files, with per-page quality control and automatic image optimisation

Phase 2: ingestion into a document management system, with metadata linked to each employee (name, staff number, role, year of service)

Phase 3: digital workflows for new documents, so that appraisals and training certificates flow directly into the system going forward

Phase 4: automated retention and disposal management in line with applicable regulations

Each phase builds on the previous one. Scanning is not an end in itself: it is the gateway to a manageable, searchable, and auditable digital environment.

A DMS for police personnel files must meet strict technical and legal requirements. Access control is central. Not every employee may view every part of their own file.
